Nantucket has spent years debating growth, housing, traffic, infrastructure and development as separate issues. This report asks a more fundamental question: How much can the island actually support?

Nantucket Carrying Capacity: An Independent Phase 1 Assessment examines the available public data across population, transportation, Mid-Island development, water, wastewater, schools, public safety and solid waste. Its central finding is that Nantucket does not have a single capacity limit; it has a series of interconnected limits, and the island’s practical capacity is determined by whichever system reaches its breaking point first.

 

The report concludes that in several important areas, particularly transportation and Mid-Island circulation, Nantucket is no longer approaching capacity, it's already operating beyond it. The purpose of this Phase 1 assessment is to establish measurable benchmarks, identify where better data is still needed, and begin shifting the Town from unbudgeted growth to allocated growth.
