The Offshore Question
What the record shows about dredging sand east of Nantucket

For as long as the ‘Sconset Bluff has been under active management, the question of sand sourcing has followed alongside it. The visible work — geotubes, sand placement, shoreline stabilization — depends entirely on a continuous supply of material. What has received less consistent attention is how that supply is obtained, and whether the current approach represents a long-term solution or a temporary one.

To date, most of that material has been imported from upland mining sites in southeastern Massachusetts and transported to Nantucket through a multi-step process involving excavation, trucking, barging, and redistribution across the island. That system is now operating at a scale measured in hundreds of thousands of cubic yards over time, with initial expansion phases requiring more than 87,000 cubic yards and an existing mitigation deficit exceeding 100,000 cubic yards before additional work is completed.
Running alongside that system, and present in the formal record for nearly two decades, is an alternative that has never been fully resolved: dredging sand from offshore east of Nantucket.
What Has Actually Been Proposed
In 2006, the original ‘Sconset Beach Nourishment proposal identified offshore sand as a primary source of material. The plan described dredging approximately 1.6 to 2.4 million cubic yards from a borrow area located roughly 2.7 to 3 miles east of Sankaty Head, within a broader offshore area of several hundred acres. At the same time, the filing made clear that the exact borrow site had not yet been finalized and would require additional screening and evaluation.
State review did not reject the offshore concept. Instead, it identified a series of unresolved issues that would need to be addressed before any dredging could proceed. Those issues included borrow site selection, sediment compatibility, modeling of shoreline processes, ecological impacts, and monitoring requirements.
The offshore concept continued to appear in later planning. In a 2022 Memorandum of Understanding between the Town of Nantucket and the ‘Sconset Beach Preservation Fund, future large-scale work was described as being dependent on identifying and permitting an offshore sand source, along with a system to transport that material to shore. The framework included the concept of a long-term offshore “sand bank” intended to support Sconset and potentially other coastal projects.
More recent coastal review has continued to reference offshore sand as a potential source capable of meeting the scale of demand. At the same time, those reviews note that a fully defined and evaluated offshore borrow site has not been presented at a level sufficient for approval.
Regulatory Position to Date
Across multiple review cycles, regulators have taken a consistent position. Offshore dredging has not been rejected as a concept, but it has not been approved as part of the project.
Instead, it has been treated as an option that requires further definition before it can be evaluated. The required areas of analysis have remained consistent over time:

The record does not support the conclusion that all offshore dredging produces the same level of impact. Effects depend on the specific location, depth, and ecological sensitivity of the borrow site. Regulatory review assumes that site selection and screening can reduce impacts, but that work has not been completed for a defined offshore source in the ‘Sconset project.

2. Disruption of Offshore Shoals and Coastal Protection
Position
Offshore shoals contribute to wave attenuation and coastal protection. Removing sand from these features could alter wave patterns and increase erosion.
What the record supports
Regulatory review has identified the potential for dredging to affect wave climate and sediment transport, particularly if material is removed from areas that are part of the active coastal system. Coastal engineering studies support this concern, noting that dredging within the “depth of closure” or from active shoals can influence wave energy reaching the shoreline and alter sediment pathways.
State siting frameworks reflect this by discouraging dredging in shallow or dynamically active areas.
What weakens the claim
The concern applies to specific types of offshore features, not all offshore deposits. Deeper, less connected sediment bodies may have limited interaction with shoreline processes. The distinction between active shoals and isolated deposits has been identified in regulatory review but has not yet been resolved for a specific borrow site in this project.

3. Permitting Complexity and Feasibility
Position
Offshore dredging would be difficult or impractical to permit due to overlapping regulatory requirements.

Offshore dredging has been permitted in other coastal regions under similar regulatory frameworks, suggesting that feasibility depends on the specifics of the proposal rather than the concept itself.

The current system, by contrast, depends on repeated importation from off-island sources, with cumulative volumes reaching into the hundreds of thousands of cubic yards over time.

No specific offshore source has been identified, tested, and approved. The concept of availability has not yet been translated into an operational supply.

2. Sediment Compatibility
Position
Offshore sand is more likely to match native beach material than upland sand.
What the record supports
Beach nourishment standards require compatibility in grain size and composition. Offshore marine sand is often closer in origin to existing coastal material than inland excavation sources, which can improve performance and stability once placed.
What weakens the claim
Compatibility must be confirmed through testing. The 2006 review identified the need for detailed screening of borrow material, and that work has not been completed for a defined offshore source in the current project.
3. Strategic Value for Future Coastal Projects
Position
An offshore sand source could support multiple coastal resilience projects over time.
What the record supports
Town planning documents have referenced the concept of an offshore “sand bank” as a long-term resource. State-level work has also focused on identifying offshore sand deposits for use in coastal resilience efforts, reflecting a broader shift toward offshore sourcing in response to increasing demand.
What weakens the claim
The concept remains unimplemented. There is no currently permitted offshore sand source serving Nantucket.

What the Record Does Not Resolve
A central issue in the discussion is that offshore dredging is often treated as a single, uniform activity. The record indicates that it is not.
The impact and feasibility depend on the specific characteristics of the borrow site, including its depth, location, sediment composition, and relationship to both marine habitat and coastal processes. Removing sediment from an active nearshore shoal that influences wave behavior presents a different set of risks than extracting material from a deeper offshore deposit that has been screened to avoid sensitive areas.
Regulatory review has consistently required that distinction to be defined through site-specific analysis. That work has not yet been completed for the ‘Sconset Bluff project.
Where Things Stand
Offshore dredging remains part of the documented set of options associated with the ‘Sconset Bluff. It has been proposed, incorporated into planning frameworks, and referenced in recent review as a potential source of material capable of meeting the scale of demand.
At the same time, it has not been advanced to the point of a fully defined, evaluated, and permitted borrow site.
The technical, environmental, and regulatory questions identified in earlier reviews remain in place. The record does not show that offshore dredging has been ruled out. It shows that it has not yet been demonstrated at the level required for approval.
